My cat’s tail is limp and it seems to be in pain. What can be causing this?

If your cat goes outdoors it is likely to have been bitten by another cat. Try to take a closer look to see if there are any wounds on the tail, and if there are, cleanse them with water and a clean towel. If you cannot find any wounds it may have gotten its tail stuck somewhere resulting in nerve damage.
Emergency veterinary care should be sought if your cat seems tired, does not want to eat or drink or if it exhibits difficulty toileting.
